TEAM LEADER BUILDING INSPECTIONS


Group/Business Unit: Strategy and Environment Group / Building

ORGANISATIONAL CONTEXT

  • The job holder’s primary role is as a Team Leader. They are responsible and accountable for the delivery of their team’s programme of work
  • The job holder is also a member of the Council’s leadership team and in fulfilling that role they are accountable and responsible for delivering on the organisation purpose, organisation key performance indicators (KPIs) and participating in the programme of work for organisational development
  • As part of their leadership team responsibilities they are a role model for attitudes and behaviours that support achieving the Council purpose and KPIs
  • The job holder is responsible for the achievement of the position key results and behaviours which support the achievement of the current organisational purpose, key performance indicators and the staff’s values. Full details of these are available on the intranet

PURPOSE OF THE JOB

  • The provision of day-to-day operational management of the building inspections team including professional and timely building inspections and the assessment and issuing of Code Compliance Certificates and other statutory functions under the Building Act 2004 and other relevant legislation, bylaws and plans
  • Ensure that the Council maintains its accreditation status as a Building Consent Authority (BCA) and that relevant statutory timeframes are met for compliance
  • Provide an organisational leadership role for the Council and deliver job specific responsibilities
  • Actively participate in leadership team decision making and support their peers, Business Unit Managers and Senior Leadership Team (SLT) Members to ensure that they and the Council are successful
  • Provide strategic advice to Council, Chief Executive, SLT and Group Manager in respect of their area of responsibility
  • Ensure that the team provides an effective, efficient service to its customers (both external and internal) in order to achieve Council’s levels of service, cost effectively and in a sustainable manner

JOB SPECIFIC RESPONSIBILITIES

  • Team leadership and management of staff focused on developing a culture of customer service excellence and statutory compliance
  • Provide excellent, accurate and prompt customer service and use the service request system to record and follow up on customer enquiries. Adheres to the customer promise and complaints procedures
  • Regular reporting and updates provided to business unit manager
  • Undertake building inspections, to support the team.
  • Manage and resolve complex issues that may arise
  • Provide advice to the Council and the public on Building Act matters, including interpretation of the Building Code
  • Follow documented procedures and processes for the Building Consents Authority (BCA) and Territorial Authority (TA) and Management of all assigned processes and training requirements for direct reports. Contribute to continuous improvement of these systems
  • Undertake regular auditing of technical and procedural process for building inspections, code compliance certification information and notices issued under the Building Act 2004.
  • Manage Certificates of Public Use, Notices to Fix, infringement and enforcement notices within BCA/TA procedures, legislative requirements and timeframes, as required
  • Attend mediation meetings and/or court hearings on Building Act matters and assist in preparation of legal affidavit and evidence, as required

JOB SPECIFIC COMPETENCIES

  • Demonstrated practical management/leadership skills and people skills to achieve outcomes
  • Good current technical building knowledge and current competency assessment, to commercial 3. Prior experience required in residential and commercial building inspections, understands remedial design review and construction methods
  • High level of communication, presentation and relationship management skills
  • Knowledge of the New Zealand Building Act 2004, Building Code, BCA Accreditation Regulations and other relevant legislation
  • Awareness and appreciation of potential impacts of legislation pertaining to area of responsibility
  • Ability to follow documented processes and procedures
  • Sound judgement, interpretation and decision-making skills
  • Strong personal prioritisation and time management skills
  • Ability to achieve customer service excellence in a regulatory environment
  • Strong administration, document control and file management skills including good general Microsoft Office and database management skills
  • High level of resilience and ability to cope with change
  • Experience in local authority Building Control regulatory functions

QUALIFICATIONS

  • Must have or be working towards a complying qualification for building control surveying under BCA Accreditation Regulation 18.
  • Intermediate/solid experience of site/building inspections
  • Full drivers licence
